The Guiding Principles for Building the Federal Democratic Union

The constituting states of the union and people in those states are the original sources of the sovereignty.

The Federal Democratic Union is constituted with the member states which retain the full rights of equality and self-determination. All constituting states (all federal units) of the union are politically equal.

The constituting states of the union retain rights to draft and ratify respective state

The power sharing, revenue sharing and fiscal federalism shall be practiced. In doing so, the "subsidiarity principle" that is the essence of power sharing shall be extended to the government closest to the people.

All federal security and defense forces shall be under the command of the democratically elected civilian government. The principle of human security shall be practiced.

Committees and Commissions

Sectoral Coordination and Committees

To facilitate sectoral coordination for the purpose of building the Federal Democratic Union, NUCC member organizations and NUG representatives shall form the bodies needed.

In doing so, the NUCC and the NUG shall nominate sectoral experts with whom Joint Coordination Committees, Commissions and Working Groups shall be formed and given assignments as necessary.

Strategic Planning and Technical Teams

Committees, Commissions and Working Groups formed by the NUCC shall prepare their TORs and work plans clearly and precisely, which shall be approved by the NUCC. The committees and commissions can form their technical support teams with the approval of the NUCC.
